Best Sportsbook License in 2026: Licenses for International Online Books Compared
Georgia's international betting permit, Malta's Type 2, the Isle of Man, Curaçao, Kahnawake, Anjouan and Tobique compared on fees, revenue charges and requirements.
A sportsbook license for an online book taking bets from players abroad comes from a regulator whose license covers players outside its own territory, a different system from the US state sports wagering licenses that serve bettors inside each state. This post compares, as of October 2026, the licenses international sportsbooks use on how each charges betting revenue, what it costs, what it requires and which operator it suits.
Best Sportsbook Licenses Compared
Fees are government and regulator charges in euros at the National Bank of Georgia's rates for 24 October 2026. The yearly license fee is what holding the license costs from year two, and tax is shown on its own base, revenue or profit, because that column moves most with the size and margin of the book.
| License | Betting covered by | Yearly license fee | Tax, on its base | Capital or security | Term |
|---|---|---|---|---|---|
| Georgia | International online betting permit | about €34,400 per permit | 5% of foreign players' GGR plus 1% monitoring fee; no tax on retained profit | Prize fund security about €3,400 | 5 years |
| Malta | Type 2 game type | €25,000 plus the €25,000 contribution minimum, so from €50,000 | Compliance contribution 4% to 0.40% of GGR, up to €600,000 a year; 35% of profit headline, 0% to 10% after refunds | €100,000 share capital | 10 years |
| Isle of Man | Full license, all verticals | about €43,900 | Duty 1.5% to 0.1% of yield; pool betting at the UK rate; 0% profit tax | No fixed minimum | 5 years |
| Curaçao | One B2C license, all verticals | €47,450 | No gaming tax; 15% to 22% of profit | None published | Indefinite |
| Kahnawake | Client Provider Authorization | about €18,700 | None published; the company is taxed where it is incorporated | At the commission's discretion | 6 months, then up to 5 years |
| Anjouan | One B2C license, all verticals | €17,828 | None published; the company is taxed where it is incorporated | None published | 1 year |
| Tobique | Not published | about €26,900, as quoted | None published; the company is taxed where it is incorporated | None published | 1 year, as quoted |
Year one also carries one-off charges, kept out of the yearly column. Georgia: a platform audit of up to about €12,000 and control-system integration of up to about €34,400, caps the contract settles, so up to about €46,400, plus the €3,400 prize fund security, held as a guarantee rather than paid. Malta: €5,000 to apply. Isle of Man: about €6,300 (£5,250) to apply. Curaçao: €4,592 to apply plus €150 per beneficial owner. Kahnawake: about €35,700 ($40,000) to apply, including the first year's fee. Anjouan: the €17,828 issuance fee in place of the first renewal, plus an application fee it does not publish. Tobique: a €2,500 review and €33,500 for the first year, about €36,000, as quoted.
Georgia: International Online Betting Permit
Since 3 July 2026 Georgia has issued an international online totalizator permit, its sports betting license for players who are not Georgian citizens, created by Law No. 1822 of 25 June 2026 and issued by the Revenue Service. The domestic online betting permit is issued only to the holder of a land betting shop permit; the international one is issued without one (gambling law, Article 11(6)). It runs five years, covers one website on one domain and costs about €34,400 a year under Article 7(10) of the permit fees law.
The tax base is the book's result, not its turnover. Under Articles 97(9³) and 98(5) of the Tax Code, gambling tax in Georgia on foreign players' bets is 5% of those bets minus the winnings paid on them, every month, with a 1% monitoring fee on the same base and no further tax on profit kept in the company.
The application carries a prize fund security of about €3,400 at minimum, by bank guarantee or financial-risk insurance, and the operator needs a Georgian company with a management address and servers in Georgia. The Georgian sports betting license also needs a platform audit of up to about €12,000 and integration with the state's control system of up to about €34,400, both caps fixed in the operator's contract, before the Revenue Service decides within 20 days or the permit is deemed issued.
The domestic route for Georgian players is a different product. It needs a land betting shop permit at about €10,300 to €103,100 a year by location, the online permit at about €34,400, and a quarterly gambling business fee of about €85,900 to €103,100, and it pays 7% of stakes. The international permit pays no quarterly fee, and its website must show the operator's details in Georgian and English and state that Georgian citizens and anyone under 18 may not bet.
Malta: Type 2 and the Compliance Contribution
Malta licenses fixed-odds betting as Type 2 under one gaming license, at a €5,000 application fee and a €25,000 annual fee, with €100,000 of issued and paid-up share capital for the type. The MGA fact sheet for 2026/2027 sets a monthly compliance contribution on gaming revenue in falling bands, and Malta's gaming tax applies only to revenue from players in Malta.
| Yearly gaming revenue band | Contribution rate |
|---|---|
| First €3,000,000 | 4.00% |
| Next €4,500,000 | 3.00% |
| Next €5,000,000 | 2.00% |
| Next €7,500,000 | 1.00% |
| Next €10,000,000 | 0.80% |
| Next €10,000,000 | 0.60% |
| Remainder | 0.40% |
| Yearly minimum and maximum | €25,000 and €600,000 |
New operators do not pay the full minimum until a full license period has passed, and qualifying start-ups get a 12-month moratorium. A Malta gaming license runs ten years, needs a company in the European Economic Area, and has no published processing time; industry estimates run from 8 to 20 months.
Isle of Man: Duty on Yield
The Isle of Man's full license covers sports betting alongside casino, poker and bingo, at £5,250 to apply and £36,750 a year, about €6,300 and €43,900, for five years. The commission's application guidance puts online gambling duty on a sliding scale from 1.5% down to 0.1% of gambling yield, with pool betting at the UK rate and no other levy beyond a contribution to problem-gambling support.
Tax summaries put the bands at 1.5% where yearly yield does not exceed £20 million, about €23.9 million, then 0.5% and 0.1%, and the standard company tax rate at 0%. The license needs a Manx company, two resident directors, servers on the island and player funds in an Isle of Man bank, and the commission typically processes a complete application in 10 to 12 weeks.
Curaçao: One License for Casino and Betting
A Curaçao gambling license covers sports betting and casino under one B2C license, at €4,592 to apply and €47,450 a year, with no gaming tax in the authority's fee schedule. Profit is taxed at 15% up to about €250,800 and 22% above, on a territorial basis, according to published 2026 tax summaries.
The licensee needs prior approval from the Curaçao Gaming Authority before contracting a platform, game content or payment supplier (license conditions, Article 2(6)), and suppliers serving Curaçao licensees need their own B2B license from 24 December 2026. That makes the choice of odds platform part of the filing.
Kahnawake: Sportsbook Under a Client Provider Authorization
Kahnawake's Client Provider Authorization covers sportsbook, casino and poker, at about €35,700 ($40,000) to apply, including the first year's fee and one key person permit, then about €17,900 ($20,000) a year plus about €900 per key person. There is no gaming tax, and every licensee is hosted at the co-location facility in Kahnawà:ke.
After the four-to-eight-week first phase comes a six-month preliminary permit, during which the operator's control system is audited, then an authorization of up to five years, renewed every five for $5,000, about €4,500. The authority rests on the Mohawk community's asserted jurisdiction; Canada's Criminal Code, section 207, gives the power to conduct and manage gaming to the provinces.
Anjouan: Betting and Prediction Markets
Anjouan's single B2C license covers sports betting, casino, poker, bingo, prediction markets and crypto gaming, at €17,828 for issuance and €17,828 a year to renew. It sets no local company rule and publishes no gaming tax, and each additional domain costs €500 per licensing cycle. Licensees must not target excluded territories, among them Australia, France, Germany, the Netherlands, Spain, the United Kingdom and the United States.
On 8 December 2025 the Central Bank of the Comoros said the authority behind Anjouan's licenses is not recognised in the Union of the Comoros and that no online betting or gaming license has been issued there.
Tobique: Fees Not Published
The Tobique Gaming Commission publishes no fees or product list for a sportsbook to price against. Licensing firms quote a €2,500 preliminary review and €33,500 on approval, then about €26,900 a year with administration, social contribution and €7,000 to the commission's appointed agent, on one-year terms, and the Tobique Gaming Act 2023 counts digital assets as money.
What a Sportsbook Needs Beyond the License
The odds platform is part of the license file. In Georgia an operator may use only games and platforms from holders of a Georgian supply permit (gambling law, Article 29(4)); Curaçao requires prior approval of each platform and payment supplier; Anjouan requires its licensees' platform and content suppliers to hold an Anjouan B2B license or a recognition certificate. A platform that already holds the right supplier license shortens the filing.
Card payments need the betting code. Visa requires an online gambling merchant to hold a valid license and to identify its transactions with merchant category code 7995, betting (Visa Core Rules, 5.8.18.1). Player money is ring-fenced too, with Curaçao requiring segregated player funds and enough money at all times to pay out winnings, and the Isle of Man requiring player funds in a Manx bank.
AML duties come with every license. A Georgian permit holder is an obliged entity under Georgia's AML law, checks every player at registration and reports transactions over about €17,200 to the Financial Monitoring Service.
Which Sportsbook License Fits Which Operator
- An international book that wants a state regulator and a base for its traders: Georgia, first among the best countries for a gambling license on our criteria, with no betting shop, a five-year term, a 20-day decision and a structure where the license, company and acquirer sit in one country.
- A book that needs an EU license: Malta's Type 2, with €100,000 of capital and a contribution that falls from 4% as revenue grows.
- A large book with a long-established regulator: the Isle of Man, where duty falls to 0.1% above the top band and one license covers every vertical.
- A book and casino under one fixed fee: Curaçao or Kahnawake, with no gaming tax and profit taxed where the company sits.
- A small test book: Anjouan or Tobique, renewed every year, once the payment providers have confirmed they take the licensee.
Georgia is the wrong fit for a book that needs crypto deposits today or that wants to take Georgian citizens' bets on an international permit.
Sportsbook License FAQ
How much does a sportsbook license cost?
From €17,828 a year in Anjouan to €47,450 in Curaçao, or from €50,000 in Malta once its betting contribution minimum is counted, as of October 2026. Georgia's international betting permit costs about €34,400 a year. Year one adds one-off charges, such as €4,592 to apply in Curaçao and up to about €46,400 for Georgia's audit and integration caps.
How do I start my own sportsbook?
Choose the license, set up the company it requires, contract a certified odds and betting platform, then file. Payments and risk management run alongside, and starting a sportsbook budget-first means pricing the license, platform and trading team together.
What are the requirements for a sportsbook license?
A company that meets the regulator's rules, fit and proper owners and managers, a certified platform, AML and responsible gambling policies, and any capital or security the regulator sets. In Georgia that means a Georgian company, a management address and servers in Georgia, and a prize fund security of about €3,400.
Do I need a betting shop for a Georgian sports betting license?
Not for the international permit. Georgia's domestic online betting permit is issued only to the holder of a land betting shop permit, but the international online betting permit, for players who are not Georgian citizens, is issued without one.
Is sports betting taxed on stakes or on gross gaming revenue?
It depends on the license. Georgia taxes foreign players' bets minus winnings at 5%, the Isle of Man charges duty on gambling yield, and Malta's contribution is on gaming revenue, while Georgian players' online bets are taxed at 7% of stakes.
Which sportsbook license also covers casino games?
Curaçao, Anjouan, Kahnawake and the Isle of Man cover casino and betting under one license. Malta adds each game type to one license, and Georgia issues separate permits for betting, casino games and slots.
Can I get a sportsbook license for an online-only book?
Yes. Every license in this comparison is for online betting, and none requires a land venue. Georgia's international permit was created for online books without a betting shop.
What is the cheapest sportsbook license?
Anjouan, at €17,828 a year. Estonia's one-off betting fees of €35,160 are lower over several years but need €130,000 of share capital, and Kahnawake costs about €18,700 a year with one key person after its first year.
