Sportsbook figures leave out the €3,400 prize fund security, which is a guarantee rather than a payment. The 5% takes the place of profit tax on that revenue, because Georgian law taxes gambling on gross gaming revenue rather than on profit. Dividends paid abroad carry 5% withholding unless a tax treaty lowers it, and the gambling tax rates in Georgia are higher only for Georgian players.

Georgia's Cost Against Other Gambling Licenses
Georgia's permit fee is charged per vertical and its revenue charge is 6%. Curaçao charges €47,450 a year for every vertical with no gaming tax but taxes profit at 15% to 22%; Malta charges €25,000 a year plus a compliance contribution and needs €100,000 of share capital; Anjouan charges €17,828 a year and renews every year. Georgia against Curaçao, Anjouan and Malta also differs on term, banking and time to license.
