White Label Casino vs Your Own License: Cost, Control and Risk
What a white label casino is, how it compares with your own license on cost, control, payments and risk, when each fits, and how to move from one to the other.
A white label casino is a brand that runs on another company's license and platform: the provider holds the license and carries the compliance, the partner brings the brand and the players. It is a quick way to open a casino and gives you the least control over one. This guide compares it with your own license on cost, control, payments and risk, and sets out how to move from one to the other.
What a White Label Casino Is
In a white label arrangement, a licensed operator lends its license, platform, payments and compliance team to a partner brand. The partner designs the site, buys the traffic and keeps a share of the revenue; the provider takes the rest. A turnkey platform sits between the two models: you hold your own license and run your own payments, and a supplier provides and operates the software.

How Regulators Treat White Labels
A white label runs under the provider's license, and regulators look at the license holder. In Great Britain, the Gambling Commission said in a freedom-of-information response that white label partners have a business-to-business contract with a licensed operator, and that partners without a license who deal with customers directly commit an offence.
Curaçao's license covers the domains "owned or controlled by the licensee" that the authority has approved (Art. 2(4) of its license conditions), and adding a domain needs prior permission (Art. 4) and a €250 fee. Platform, game and payment suppliers need prior approval (Art. 2(6)), and outsourcing leaves the licensee responsible for compliance (Art. 3(2)). Anjouan charges €500 per additional domain per licensing cycle.
The Isle of Man licenses the arrangement directly: its fee schedule includes a sub-license at about €6,300 a year, and a full license allows sub-licensing. Georgia goes the other way. Each international permit covers one website on one domain and cannot be transferred (gambling law Art. 11(4)-(6), 11(24)), so a Georgian permit cannot carry partner brands.
What a White Label Costs
White label pricing is set contract by contract, usually from a setup fee for the site and integration, often a monthly minimum, and a share of gross gaming revenue that pays for the license, platform, games, payments and compliance. Marketing stays with the partner. The share is what decides the economics, because it grows with every euro of revenue while the cost of holding a license stays mostly fixed.
Your own license moves the costs the other way: higher and fixed at the start, lower as a share of revenue later. Government fees run from €17,828 a year in Anjouan to €47,450 in Curaçao and about €34,400 per vertical in Georgia, and gambling license costs by country rise further once charges on revenue, profit tax and setup are counted.
Control, Payments and Player Data
Payments follow the license. Visa's rules require an online gambling merchant to hold a valid license or other authority to operate its site, and on a white label that authority sits with the provider, so card acceptance runs on the provider's arrangements unless the contract builds something else. In Curaçao, payment processors are among the suppliers the license holder must have approved before contracting (Art. 2(6)).
Player records follow the license too. Curaçao requires critical player, game and financial data to stay accessible to the regulator on a server in a Tier IV data center in Curaçao, and Georgia's AML law requires customer records to be kept for five years after the relationship ends. The license holder keeps those records, so what a brand can take with it on exit is a matter for the contract and for data protection law.
When a White Label Fits and When Your Own License Does
A white label is the right start for:
- Brands with traffic but no compliance team. The provider's KYC, AML and payments run from day one.
- Affiliates turning traffic into their own brand. The partner keeps the marketing it already does well and rents the rest.
- Launches that cannot wait for a license. A Malta license takes 8 to 20 months by industry estimates; a white label can open while one is pending.
- Low expected revenue. Below the point where the share exceeds the fixed cost of a license, the share is the cheaper way in.
Your own license is the right move for:
- Brands whose revenue share now exceeds what a license, a platform and a small team would cost.
- Operators that need payments, banking and player data in their own name.
- Groups planning several brands, a sportsbook or B2B products of their own.
- Anyone whose plan depends on a regulator's standing that the provider's license does not have.
Moving From a White Label to Your Own License in 5 Steps
The move takes as long as the license, so start it while the white label is still trading.
- Choose the license and file. Pick the online gambling license that fits your players and verticals, and start the company, documents and policies; the gambling license process takes from two weeks to 20 months depending on the regulator.
- Sign and certify a platform. A turnkey supplier has to pass the regulator's testing: an approved laboratory in Curaçao, Random Systems Georgia's audit and integration in Georgia.
- Secure the domain and brand. Get the domain transferred under the contract and list it with your regulator; in Curaçao a domain change needs prior permission, and each Georgian permit names one domain.
- Open payments in your own name. Bank accounts, merchant accounts and segregated player funds have to exist before the first deposit under your license.
- Move the players. Players accept your terms and pass your own identity checks, and balances on the old site are settled as the white label contract provides.
White Labels and Georgian Permits
Georgia is an own-license jurisdiction by design. Each international permit covers one website on one domain and cannot be transferred, so every brand holds its own permit at about €34,400 a year per vertical, and a Georgian online casino license is always held by the operator whose brand it carries.
The platform half of the white label model does have a home in Georgia. Gaming platforms, website supply, web hosting and remote technical services are essential products under Government Resolution 69, and an operator may use them only from a holder of the Georgian B2B supply permit, about €34,400 a year. With that permit, a Tbilisi platform company can run the turnkey model for Georgian operators and for operators abroad.
White Label Casino FAQ
What is a white label casino?
It is a casino brand that runs on another company's license and platform. The provider holds the license and runs compliance and the payment set-up; the partner supplies the brand and the players and shares the revenue.
Do you need a license to run a white label casino?
The provider needs one; the partner works under the provider's license and a contract with it. In Great Britain, a partner without a license that deals with customers directly commits an offence, according to the Gambling Commission.
How much does a white label casino cost?
Each provider sets its own price, usually as a setup fee and a share of gross gaming revenue. Compare the share at your expected revenue with the fixed cost of your own license, such as €47,450 a year in Curaçao or €34,400 per vertical in Georgia plus 6% of revenue.
Can you make money with a white label casino?
Yes, if the brand's traffic converts and the provider's share leaves a margin after marketing. The partner earns what is left of gross gaming revenue after the share and its own costs, so thin traffic earns little.
Who owns the players on a white label casino?
The license holder keeps the player accounts and the records its regulator can inspect. What the brand can take with it on exit depends on the contract and on data protection law.
Can I move from a white label to my own license?
Yes. Get the license, a certified platform, the domain and payments in your own name, then move players under your own terms and identity checks. Start while the white label is still trading, because the license alone takes from two weeks to 20 months.
Can a Georgian permit be used for white label brands?
No. Each Georgian international permit covers one website on one domain and cannot be transferred, so each brand needs its own permit. Georgian platform companies can supply operators under the separate B2B supply permit.
