Easiest and Fastest Gambling Licenses to Get in 2026
Timelines and requirements for nine gambling licenses, regulator-published where they exist and estimates where not, and how a 20-day deemed decision works.
A gambling license is easy to get when the regulator asks for no local company, no capital and a short document list, and fast when it publishes a deadline it keeps. This post sets out each license's timeline as of October 2026, regulator-published where one exists and labelled as an industry estimate where not, the requirements that slow a filing down, and how Georgia's 20-day deemed decision works.
What Makes a Gambling License Easy to Get
Speed is the regulator's part; ease is mostly the applicant's. A license is easy to get when the regulator asks for no local company or resident directors, no share capital and a short list of documents, and when it decides on paper rather than at scheduled hearings. Each local requirement adds a step that has to finish before the filing, whether that is a company to incorporate, directors to appoint, servers to host or capital to pay in.
Documents decide most of the rest. Regulators ask for the owners' and managers' identity and background, the company's papers and the platform's technical evidence, and most want AML and responsible gambling policies and proof of where the money comes from. The steps to get a gambling license are much the same in every jurisdiction; the requirements around them are what differ.
Suppliers can slow a filing too. Curaçao requires prior approval before a licensee contracts its platform, game or payment suppliers, Anjouan requires platform and content suppliers to hold an Anjouan B2B license or recognition certificate, and in Georgia an operator may use games and platforms only from holders of a Georgian supply permit (gambling law, Article 29(4)). A supplier that already holds the right license or permit takes that step out of the timeline.
Gambling License Timelines by Jurisdiction
The table separates what each regulator publishes from what licensing firms and industry guides estimate. A published deadline usually starts only once the application is complete, so the last column matters as much as the number.
| License | Published timeline | Industry estimate | When the clock starts |
|---|---|---|---|
| Georgia | Revenue Service: 20 days, or the permit is deemed issued; platform audit up to 45 days and integration up to 30 before that | Not needed; we plan 2–4 months | The application, which needs the platform certificate |
| Isle of Man | Typically 10–12 weeks; decision at a monthly hearing | Not needed | Application complete and fee paid |
| Kahnawake | First phase 4–8 weeks, then a 6-month preliminary permit | Not needed | Application filed |
| Estonia | Activity license within 4 months (6 at most); operating permit within 2 (4 at most) | Not needed | All documents received |
| Malta | None; incomplete applications lapse after 60 days | 8–20 months | Application filed |
| Curaçao | None | 2–6 months | Application filed |
| Anjouan | None; "depends on the completeness" of the documents | About 6 weeks | Complete application and payment |
| Tobique | None by the commission; its agent quotes 2–3 weeks, up to 8 | 4–8 weeks | Pre-approval |
| Costa Rica | No gambling license | About 2 weeks | Company documents filed |
Requirements That Decide How Easy a License Is
The fastest licenses are the ones with the fewest local requirements, and the slowest add capital. The table is drawn from each regulator's own conditions, except where marked as quoted.
| License | Local company | Local people | Capital | Other |
|---|---|---|---|---|
| Georgia | Georgian company | Management address in Georgia | None | Servers in Georgia; platform certified by the state's control-system operator |
| Isle of Man | Manx company | 2 resident directors; resident official or local operations manager | No fixed minimum | Servers on the island; player funds in a Manx bank |
| Malta | EEA company | Key function holders approved by the MGA | €100,000 per casino or betting type, up to €240,000 | 90 days to go live after issue |
| Curaçao | Curaçao company with registered office | Local director; substance rule from 1 April 2027 | None published | Tier IV server in Curaçao; prior approval of suppliers |
| Kahnawake | None | At least one key person permit holder | Security at the commission's discretion | Hosting at the Kahnawà:ke facility |
| Estonia | Estonian or EU company, gambling its sole activity | None stated | €1,000,000 casino; €130,000 betting | Connection to the tax board's system |
| Anjouan | None in the regulator's documents | Key person; compliance officer and deputy | None published | Approved dispute resolution provider |
| Tobique | None, as quoted | None stated | None published | Applications through one appointed agent |
Easiest Gambling Licenses to Get in 2026
Tobique and Anjouan: Fastest on Paper
Tobique and Anjouan are the quickest licenses by every estimate. Anjouan's documents set no local company rule and ask for a key person, a compliance officer with a deputy and an approved dispute resolution provider, and estimates put issue at about six weeks. Tobique's appointed agent quotes two to three weeks after pre-approval, with no Tobique or Canadian company required, as quoted.
Neither regulator publishes a timeline, and both licenses come round again within a year. Anjouan charges an annual renewal of €17,828, and Tobique's terms are quoted at one year.
Kahnawake: A Published Four-to-Eight-Week First Phase
Kahnawake is the fastest license with a published process. The commission puts its first phase at four to eight weeks, of which due diligence takes four to six, then issues a six-month preliminary permit while the operator's control system is audited, followed by an authorization of up to five years (application process). The condition is hosting, since a Kahnawake gaming license holder runs its gaming from the co-location facility in Kahnawà:ke.
Georgia and the Isle of Man: Published Deadlines, Local Substance
Georgia and the Isle of Man publish deadlines and ask for real presence. The Isle of Man typically processes a complete application in 10 to 12 weeks, deciding at monthly hearings, and needs a Manx company, two resident directors, a resident designated official or local operations manager, servers on the island and an Isle of Man bank for player funds (GSC licensing requirements).
Georgia's Revenue Service decides within 20 days of the application or the permit is deemed issued, after a platform certification with published maximums. It asks for a Georgian company, a management address and servers in Georgia, with no minimum capital.
Curaçao: No Published Timeline
Curaçao's authority publishes no processing time, and industry estimates run from two to six months. The license needs a Curaçao company with its registered office on the island and a local director, a server in a Tier IV data center there, and prior approval of each platform, game and payment supplier (license conditions, Article 2(6)). The authority opened a new online portal for applications on 19 October 2026.
Malta and Estonia: Slowest, with the Most Capital
Malta publishes no timeline, and estimates run from 8 to 20 months. An incomplete application gets a one-time "incomplete" status for 60 days before it is rejected, and a licensee has 90 days to go live after issue (MGA FAQ). A Malta gaming license also needs an EEA company and €100,000 of paid-up capital per casino or betting type.
Estonia publishes statutory deadlines of four months for the activity license after all documents arrive, six at most, and two months for each operating permit, four at most. It asks for €1,000,000 of share capital for games of chance and €130,000 for betting, and gambling must be the company's sole activity.
Costa Rica: Weeks, but No License
Costa Rica is the quickest of all, at about two weeks to a month by published guides, because there is no gambling license to apply for. Companies that process online bets take a municipal business license and pay a yearly tax by headcount under Law 9050, and nothing in that gives a supplier or payment provider a gambling license to check.
Which Fast License Fits Which Launch
- A test launch on a small budget: Anjouan or Tobique, issued in weeks, once the payment providers have confirmed in writing that they take the licensee; both are renewed every year.
- A crypto-first casino: Curaçao, Anjouan, Tobique or the Isle of Man, which allow crypto on their own terms; Georgia does not allow crypto deposits for international permit holders today.
- A brand that needs a deadline it can plan around: Kahnawake's four to eight weeks, the Isle of Man's 10 to 12 weeks or Georgia's 20-day decision after certification.
- A team that will sit in the licensing country: Georgia or the Isle of Man, where the local presence the regulator asks for is the office the operator needs anyway.
- A group that needs an EU license: Malta or Estonia, with the capital ready and a timeline counted in months.
Speed is the wrong reason to choose a license the payment provider has not confirmed it accepts, or Costa Rica's route where a supplier, payment provider or B2B partner needs to see a gambling license.
How Georgia's 20-Day Deemed Decision Works
The Revenue Service must decide on a permit application within 20 days, and if it makes no decision in that time "the permit shall be deemed issued", under Article 26(10) of the law on licenses and permits. It can refuse on the grounds that law and the gambling law set, such as uncured defects in the application, unmet permit conditions, unpaid recognised tax debt or certain convictions of managers and owners. The first year's permit fee, about €34,400, is paid before issue and is not refunded on refusal.
The 20 days run from the application, and the documents for getting a gambling license in Georgia include an authorization certificate from Random Systems Georgia, which runs the state's control system. Its published process comes first, with its own maximums.
| Step | Who | Published maximum |
|---|---|---|
| Portal registration approved | Random Systems Georgia | 5 days |
| Audit starts after the audit fee is paid | Random Systems Georgia | 20 days |
| Initial audit of online games | Random Systems Georgia | 45 days, extendable once |
| Audit result | Random Systems Georgia | 7 days |
| Integration with the control system | Random Systems Georgia | 30 days, extendable once by 30 |
| Authorization certificate | Random Systems Georgia | 2 days after integration |
| Permit decision | Revenue Service | 20 days, or the permit is deemed issued |
We plan for two to four months from the first call, with the audit setting the pace and the iGaming company formation in Georgia running alongside it.
Easiest Gambling License FAQ
What is the easiest gambling license to get?
Anjouan and Tobique, which need no local company, publish no capital requirement and issue in weeks by industry estimates. Both are renewed every year, and the Central Bank of the Comoros said in December 2025 that it does not recognise Anjouan's licensing authority.
What is the fastest gambling license?
Tobique, quoted at two to three weeks after pre-approval, then Anjouan at about six weeks by industry estimates. The fastest published process is Kahnawake's, with a first phase of four to eight weeks.
How long does it take to get a gambling license?
From a few weeks to more than a year. The Isle of Man typically takes 10 to 12 weeks, Estonia up to six months for the activity license, and Malta an estimated 8 to 20 months, and time to license is weighed against standing, banking and cost in any ranking of the best countries for a gambling license.

Which gambling licenses need no minimum capital?
Georgia, the Isle of Man, Curaçao, Anjouan and Kahnawake set no fixed minimum, although Kahnawake may ask for security. Malta asks €100,000 per casino or betting type and Estonia €1,000,000 for games of chance.
Is an offshore gambling license easy to get?
Easier than an EU license on requirements and time. Anjouan, Tobique and Kahnawake need no local company and issue in weeks, while Curaçao now needs a local company, a local director and a server on the island.
How long does a Georgian gambling license take?
Plan for two to four months. The platform audit takes up to 45 days and integration up to 30, and the Revenue Service then decides within 20 days or the permit is deemed issued.
